Council Discusses Opportunities for Increasing Owner-Occupied Housing

Published on November 04, 2025

At the October 28 City Council meeting, Catalyst Urban Development, a nationally recognized firm known for its work in urban and mixed-use planning, presented findings and observations on opportunities to increase owner-occupied housing in Addison. Principal Paris Rutherford, who played a lead design role in the creation of Addison Circle, led the presentation.

The report outlined Addison’s current housing composition and examined factors shaping the market, including land economics, market feasibility, and potential product types to support for-sale housing. Catalyst also shared implementation strategies and partnership approaches to help diversify Addison’s housing options over time.
