Council Discusses Bond Advisory Committee's Recommendations

On October 14, 2025, City Council established a Bond Advisory Committee (BAC) composed of Addison residents to evaluate long-term options for addressing the Town’s aging Police and Courts facility and to determine whether a bond election should be considered.
At the January 13 City Council Work Session, Deputy City Manager Passion Hayes presented the BAC’s background, work, and recommendation to Council. Over several months, the committee reviewed the condition of the existing Police and Courts facility, which was built in 1984. The committee also toured comparable Police facilities throughout North Texas, and evaluated multiple options. These included renovating or rebuilding on the current site, purchasing and remodeling an existing building, or constructing a new facility on Town-owned or newly acquired property. The committee’s review was informed by facility assessments, independent cost estimates, and comparisons to similar projects in neighboring communities.
Police Chief Chris Freis provided additional context on the condition of the current facilities, including operational and safety challenges. Bill Hawley, Director of General Services, reviewed how potential renovation options compared to similar projects completed in other communities.
Chief Financial Officer Steven Glickman concluded the discussion with a bond education overview, outlining how municipal bonds work, projected timelines, key financial considerations, and how debt service could be structured over time.
Based on its review, the BAC recommended calling a bond election in May 2026 regarding a capital project for the remodel of an existing building or the construction of a new building for an Addison Police facility, in an amount not to exceed $55 million. The BAC’s agendas, meeting notes, survey results, final report, and cost estimates related to the Police and Courts facility review are available on the Town’s website.
City Council will continue its discussion of the committee’s recommendation at an upcoming work session on January 27. If Council chooses to proceed with a May 2026 bond election, it will need to be presented by the February 10 Council Meeting to meet the required election deadline of February 13.
